Ah, an ad for a phone the average person can’t buy. No seriously, I tried to find a way to buy it and it looks like the only way to do it is contact Samsung’s sales on behalf of a company. Why bother posting this here if it’s about a phone that’s completely out of reach for basically everyone not in the military?

True, I’m just confused I guess. The article feels consumer-facing, but the consumer can’t buy one of them, so what’s the point of the article?
If I had to guess, they died out in the consumer market when a lot of their unique features got baked into normal phones (water resistance, etc). A thick case and a heavy duty screen protector could get you the rest of the way which is probably good enough for 95% of their consumer sales.

Well, I am unsure in this partical case but XCover phones are available in Europe for everyone and can be bought from online stores.
Xcover, sure, but not the Tactical Edition, right? These phones have extra radio hardware to support connections to things like night vision googles etc.
They would be good if the firmware wouldn’t suck ass.
