These are not the same thing. “Children” are people under 18*, if the deal included people who were 18 it would have been false to call those adults “children”. They could have said, “women, children, and 18 year old men” but that would have been even clunkier than “people aged 18 and younger” as the latter was clearly the cohort intended by the deal.
