There is lots of copper (and other materials) rotting in our waste dumps. But as long as mining new ore is cheaper than recycling, tariffs or taxes are one way to stir the industry the right way.

We also passively vote on the law by electing the people in charge of passing it. Why not also vote on the people interpreting it?
How else do you want to fill the position for a judge? By a panel of experts? Who decides who is part of this panel? Who decides what the selection process is?
Effectively there is a popular voting process somewhere. The debate is only where exactly in the chain.

I assume it’s the same as the Internet (or more specifically HTTP): It wasn’t designed with security in mind.
Unlike HTTP, for some reason it wasn’t included in a new specification, though. My guess is that’s because of the more centralized nature of cellular networks. The barrier for entry is a lot higher as well so there are few but big players who have little incentive to improve over the bare minimum.
IIRC encryption was initially proposed to be part of 5G but got shot down in the process.
