If Trump were to say this in Germany, that would constitute “Volksverhetzung” literally incitement of the people according to § 130 StGB (German penal code) which is punishible from a fine to 3 years in prison. And to add, it’s pretty clear cut.
Since he’s a foreign dignitary (fuck it feels wrong to call him that), he has diplomatic immunity though
