They may exist; they might not exist for a particular IDF campaign. Bringing them up in media is clearly a proven mechanism for manufacturing consent. No fact checking required, what the IDF says goes.
These tunnels exist long before Hamas, they were not used to smuggling weapons, etc. back then.
