Newly inaugurated President Richard Nixonauthorized for the first time use of long-range Boeing B-52 Stratofortress heavy bombers to carpet bomb Cambodia.[2]

I’m no Kissinger fan, but he didn’t create the killing fields or S-21. Khmer Rouge did that all on their own.
