Imagine Japan being like, “yeah, China is doing stuff we disagree with in disputed territory, but people are really focused on Israel/Palestine and Russia/Ukraine… let’s just leave China alone out there, public’s not paying attention anyway.”
I hear that theory a lot(for different situations), but I imagine most governments can multitask.
Yes, but governments are strongly effected by public opinion. Notice how much less you’re hearing about Ukraine/Russia right now?
Media tends to be a lot more focused on large events, which can help shift public opinion

People struggle with it, and the media won’t cover as many things that are this similar in the same way.
Governments weren’t going to do anything about any of it anyway. It’s people who cause outcry.
I’m not sure I understand what you are saying. Isn’t this an article on the Japanese government “doing something about it”?
