Ukraine doesn’t have an errant nautical mine problem. This mine is a Russian attack on merchant vessels. If Russia can’t control the waters overtly, they will try to make it an exclusion zone, which is going to piss off a lot of other countries.
Given the sheer quantity of mines used by both sides, it could easily be one that got loose and floated away
